Two years later, the Helsinki European Council decided to start negotiations with Slovakia, Latvia, Lithuania, Romania, Bulgaria, and Malta323 in February 2000. With the joining of Malta and Turkey, the enlargement process then comprised 13 candidates' states. Turkey was regarded as a state destined to enter the European Union based on the same criteria as those applying to the other candidate states. As Turkey did not meet political criteria, negotiations were envisaged. The European Council in Copenhagen in December 2002 may be regarded as a historic milestone.
